WIPO Mentorship Program Launches in Mongolia to Protect Creators’ Rights Globally
The World Intellectual Property Organization (WIPO) Mentorship Program has officially launched in Mongolia. The initiative is aimed at strengthening the collective management system for copyright protection within the Mongolian cultural and creative industries.
The program is jointly organized by WIPO and the Intellectual Property Office of Mongolia (IPOM), with the support of the Japan Copyright Office (JCO) and the Agency for Cultural Affairs of Japan (ACA). Spanning a duration of one year, the mentorship directly supports the Mongolian Society of Composers, Authors and Music Publishers (MOSCAP)—the collective management organization (CMO) responsible for protecting music copyrights in Mongolia.
Throughout the program, stakeholders will cooperate to enroll MOSCAP as provisional member of the International Confederation of Societies of Authors and Composers (CISAC). CISAC serves as the world’s leading network for copyright, uniting collective management organizations across five major artistic fields: music, drama, literature, visual arts, and audiovisual works.
To achieve this goal, the initiative will facilitate the integration of an international copyright management system in Mongolia. It will automate key operational processes, including:
- Building a unified registration and database for Mongolian music creators and musical works.
- Collecting royalty payments globally for the use of Mongolian creative works.
- Monitoring music usage and digital tracking across various platforms.
- Automating the distribution of royalty fees to society members.
During the program, IPOM, alongside international experts, will conduct a comprehensive analysis of Mongolia’s legal environment regarding copyright protection and law enforcement. Based on these findings, MOSCAP and IPOM will formulate a joint action plan to structurally reinforce the collective management system.
Furthermore, international consultants from CISAC will provide technical assistance to review and upgrade MOSCAP’s internal bylaws, rights assignment agreements, membership regulations, licensing tariffs, and royalty distribution rules. This aims to foster a sustainable, responsible, and transparent institutional governance framework.
A National Event for the WIPO Mentorship Program will take place on June 24. WIPO copyright consultant and CISAC influential experts from the global music copyright sector will convene to present international best practices on collective rights management and lead panel discussions.
Music creators, rightsholders, record labels, performing artists’ producers and managers, music publishers, content aggregators, digital distributors, live show and event organizers, venue owners, ticketing companies, music critics, arts journalists, state regulatory bodies, and policymakers are cordially invited to pre-register and actively participate in this event.
